SMMUSD Letter to Parents Outlines Summer Spend

Dear Malibu parents and guardians,

The Santa Monica-Malibu Unified School District is beginning major facility improvements at both Malibu High School (MHS) and Juan Cabrillo Elementary School (JCES) this summer. The work is funded through Measures BB and ES.

Measure BB is a $268 million bond overwhelmingly approved by voters in 2006. The Measure BB allocation for MHS was originally $49 million. Initial phases of the plan were completed by 2013 and included a campus-wide fire alarm upgrade and a water main project. The final phase was reliant on California Coastal Commission approval and was jeopardized by legal challenges over lighting. Opposition to the project was resolved in April, paving the way for the project to begin this summer.

The next phase at Malibu High School will include demolition of the existing library and administration buildings. The new building will also add three labs and four classrooms to campus. The Middle School building (building E) will be modernized to add two classrooms and will replace the windows, floors, doors and paint. The entire scope includes:

  • Construction of a new parking
  • Construction of a new information technology main distribution
  • Renovation of the Middle School and High School
  • Improving safety and efficiency of student and staff
  • Installation of new fencing around the perimeter of the
  • Modernization of the Middle School building and conversion of existing non- classroom space into two
  • Replacement of entire window systems in the Middle School building and installing new roller shades on all
  • Painting the interior of all rooms in the Middle School
  • Modernization of all floor coverings (tile and carpet) in the Middle School building that have not been replaced in the past 25
  • Replacement of any doors and/or door frames in the Middle School building that have not been replaced in the past 25 years with new doors /

Because the construction will involve many of the buildings comprising the middle and high school, alternative administrative and classroom facilities will be required for the modernization project. The SMMUSD Board of Education approved the purchase and location of high-quality portables on both campuses with expected installation in January 2017. The portables will be in place for the duration of the construction, expected to take a few years.

Measure ES is a $385 million bond resoundingly approved by voters in Santa Monica and Malibu in 2012. Seventy-seven million dollars ($77 million) is allocated to Malibu schools along with a portion of $34 million allocated for district-wide technology upgrades. All four Malibu schools have received technology upgrades with Santa Monica schools in process currently. Future work at MHS as part of Measure ES includes windows, paint, floors and doors modernization of the remainder of campus, including:

  • All windows that have not been replaced in the past 25 years will be modernized with energy efficient
  • All windows will get new roller
  • The interior of all rooms will be
  • All floor coverings (tile and carpet) that have not been replaced in the past 25 years will be
  • Any doors and/or door frames that have not been replaced in the past 25 years will be
  • Expected completion of windows, paint, floors and doors is in

For Juan Cabrillo Elementary School, a windows, paint, floors and doors modernization is beginning this summer utilizing Measure ES funds. JCES is one of three SMMUSD schools included in the first phase of the district-wide windows, paint, floors and doors project. The project includes:

  • All windows that have not been replaced in the past 25 years will be modernized with energy efficient
  • The entire window systems in Building F (Rooms 16-23) will be
  • All windows will get new roller
  • The interior of all rooms will be
  • All floor coverings (tile and carpet) that have not been replaced in the past 25 years will be
  • Any doors and / or door frames that have not been replaced in the past 25 years will be
  • Windows, paint and floors projects will begin this summer, with door replacement planned following required approval by the Division of State
  • Seaside Preschool will also be added to JCES with an expected opening of fall

A Facilities District Advisory Committee – Malibu (FDAC-M) has been established and is in the process of identifying priorities and recommendations regarding Malibu school projects for future bond work.

During these planned modernization activities, for waste management purposes, building materials will be characterized before being disposed, as contemplated in the Malibu Specific Plan and SMMUSD Comprehensive Plan approved by the United States Environmental Protection Agency two years ago and district practices to comply with state and federal law. The modernization projects will necessarily remove and replace certain building materials that have been the subject of concern due to the potential presence of polychlorinated biphenyls (PCBs).

“We are moving forward with our planned summer start on the MHS and JCES campuses,” Steve Massetti, SMMUSD bond program manager, said. “We will be working hard to create state-of-the-art learning spaces at both campuses to match the unparalleled academic programs provided to all students in Malibu schools.”
